modifying DM to account for non-existent survey data

I collected point count data for 6 species during 2 years in 2 habitat types across 4 states and 1 habitat type in 1 state. I am trying to estimate density by the habitat and year (so 4 groups) including 4 covariates (state, habitat, year, and distance). I am wondering how to adjust my DM to account for the fact that 1 state completed no surveys in 1 habitat type.
