Dealing with boundary estimates, old thread?

I have been told that there is a thread on the forum somewhere about boundary estimates and opinions on how to deal with them in parameter counting. I tried searching but came up empty. Can anyone direct me to it? Maybe a month/year idea of when it came up so I can narrow the browsing?
