RELEASE as a 'standalone application'

I am having trouble understanding how to run RELEASE as a standalone application as described on page 82 of 'a gentle introduction, 2nd ed'. I don't understand how to make the modification to the .INP file containing the encounter history. Is this done within mark or is it done outwith mark? If someone is able to tell me how and where to open the file i would be most greatful,
